Building & Development Services
Building & Development Services is the certified building department for unincorporated Clairmont County under Ohio Board of Building Standards certification #C-0413 (non-residential) and #R-0389 (residential), and provides building services by contract to the villages of Holt Springs, Averill, Cedar Grove, and New Carthage. The Village of Marbury operates its own zoning office but contracts building inspection to the county.
The department also administers the county’s floodplain management program (NFIP community #390647) and staffs the County Board of Zoning Appeals for the eight zoned townships.
What We Do
- Plan review and permit issuance for residential and commercial construction
- Field inspections (building, electrical, plumbing, mechanical)
- Certificates of occupancy and change-of-use review
- Floodplain development permits and elevation certificate review
- Contractor registration (electrical, plumbing, HVAC trades)
- Property maintenance complaints in participating townships
- Address assignment (911 addressing) in coordination with the EMA
2025 Year in Review
In calendar year 2025 the department issued 486 permits representing a declared construction valuation of $41.7 million, completed 1,832 field inspections, and reviewed 94 floodplain determinations. Average plan review turnaround was 7.4 business days for residential and 16.1 business days for commercial projects.
Staff
The department is staffed by a director/chief building official, two plans examiners, four certified inspectors, a floodplain coordinator, and two permit technicians. See the staff directory for names and direct lines. All inspectors hold current Ohio BBS certifications in their trades.
